General conditions for applying an "Open Access" (OA)

application to LRI (Large Research Infrastructure) CICRR

The use of the research infrastructure, including staff to ensure the operation

of the given infrastructure, is subject to open access.

The condition of use is the publicly available results of the conducted research activities, the originality and scientific level of the project.


Basic exclusionary rules for the use of infrastructure:

  • use of the infrastructure is not possible if the OA requirements: are clearly outside the purview of LRI;      
  • do not meet the legal requirements of the Czech Republic or international law; may create an unacceptable risk to public safety or the environment;
  • may lead to damage to LRI CICRR;
  • It is focused on results for non-peaceful applications;
  • fulfill the reckless provision of State aid (according to Article 107, paragraph 1 of the Treaty on the Functioning of the European Union) and would thus lead to a threat to economic competition.   
  • data must not be subject to NDA or business agreements that would make this impossible   
  • the requesting institution of the applicants/user has direct influence on the provider of access to the CICRR infrastructure, i.e. it is part of the ownership structure of the CVŘ.

Rights and obligations of open access applicants/applicants/user

The open access applicants/applicants/user has the right of access to the standard operation of the infrastructures, its standard experimental equipment and adjacent laboratories.

If the operator incurs additional costs with the applicants/applicants/user's open access, the operator can demand payment of these costs from the applicants/applicants/user. The operator must notify the applicants/applicants/user of this fact as soon as possible, at the latest before starting work.

The applicants/applicants/user of open access is obliged to include in his research reports and scientific publications a reference to CICRR technologies on which work was carried out as part of research, development or innovation activities, with a reference to the decision of the Ministry of Education, Youth and Sports of the Czech Republic on the support of these activities.

The applicants/applicants/user has the obligation to publish the results of research activities created using the OA approach, they must not be subject to NDA agreements that would make this impossible (working with data from partners or project sponsors).


The conditions according to the Agreement on the provision of a special-purpose subsidy for the solution of the large research infrastructure project of the Czech International Center of Research Reactors ID: MSMT- 41/2023 are:

(a) Access to LRI is allowed to all interested parties meeting the definition of a user who are able to demonstrate:

scientific excellence, originality, quality, technical and ethical feasibility of use evaluated through a review by experts and acceptance of the contractual conditions of open access. Access is non-discriminatory for all applicants who meet the basic conditions and whose project meets the basic conditions. If two or more users are interested in the same time and equipment, priority will be given and applied based on the evaluation of the conditions demonstrated above. In the case of a comparable level of conditions, the principle of decision based on the submission deadline is applied.

(b) At the same time, data from experimental activities using LRI will be archived including metadata according to FAIR methodologies at the LRI operator. Data evaluation, or scientific articles obtained on their basis and results not subject to trade secrets will continue to be accessible in the RIV results database - marked with the sentence:

"The presented results were obtained using the CICRR infrastructure, which is financially supported by the Ministry of Education, Youth and Sports".


The outputs and use of the results obtained with the infrastructure will serve as added value for:

  • Support for research into nuclear fuels and materials for efficient, safe, reliable and long-term sustainable operation of current nuclear power plants.
  • Support for increasing the safety of nuclear facilities in cooperation with research ensuring support for the construction and operation of new, more economically efficient and safer units.
  • Research and development in the field of reactors IV. generation and SMR.
  • Research on nuclear fusion applications and technologies.
  • Verification of material properties in various conditions even for non-nuclear applications (eg coal-fired power plants or non-nuclear energy systems).
  • Research and potential development and subsequent testing of new isotope production possibilities for medical and technical applications.
